City Manager’s Office

The City of Texarkana operates under a Board of Directors/City Manager form of government, a system designed to combine strong political leadership with professional administrative expertise. In this structure, elected officials, serving as the City's Board of Directors, set policies and provide overall direction, while a professionally trained City Manager is appointed to oversee the implementation of these policies and manage daily operations.

Core Responsibilities:

  • Centralized Administration: The City Manager’s Office provides unified leadership and coordination across all municipal departments and functions, ensuring consistency and efficiency in service delivery.
  • Operational Oversight: Responsible for the day-to-day management of city services, infrastructure, and programs, maintaining a focus on operational excellence and accountability.
  • Strategic Planning and Policy Implementation: Works closely with the Board of Directors to develop strategic plans, policy frameworks, and long-term goals to meet the community’s needs.
  • Budget Development and Control: Prepares the city’s annual budget, aligning financial resources with strategic priorities, and monitors expenditures to ensure fiscal responsibility.
  • Performance Evaluation: Implements performance measurement systems to evaluate departmental effectiveness and promote continuous improvement.
  • Public Engagement and Communication: Facilitates transparent communication between city government and residents, ensuring community input is considered in decision-making processes.
  • Policy Guidance: Develops and maintains a Statement of Management Policy each year, establishing clear parameters and priorities for departmental operations and budget development.
